PS. I wanted to make Kage Popularity Poll, put since we don't have infromation about all of them, i made just Hokage and only cannon Hokages, no temporarily hokages like Danzo, film hokage Kizashi or Hokages from Mugen Tsukuyomi.

I though Tsunade was a good Hokage throughout the series. She had her faults, but I though she was a well written character. Heck, she was the only well written female character in the series.

I'm not going to include any current Kages outside of Gaara since we've barely seen them as Kages yet, but so far my favorite Kages are:

Tobirama was very underrated to me until I finally saw him in full action with his range of jutsu and also the political difficulty he had in continuing the high bar that Hashirama set. But my list is:
